Barry Stout, D-Bentleyville, is what finally lit a fire under PennDOT and will get a three-mile stretch of highway that doubles as Interstate 79 and Interstate 70 near Washington, Pa., reopened in time for Fourth of July holiday travel. Stout recently was trapped in the same miles-long traffic jam and faced the same frustration as other drivers squeezed into a single lane each way while a contractor replaces a hopscotch pattern of concrete road slabs gone bad prematurely.
